ফিলিস্তিনে আন্তর্জাতিক সংস্থা (UN/NGO) চাকরির আবেদন নিয়ম

ফিলিস্তিনে United Nations (UN), UNRWA, UNICEF, WFP, UNHCR এবং আন্তর্জাতিক NGO/INGO-তে চাকরি বা consultancy খুঁজতে হলে প্রথমে সংশ্লিষ্ট সংস্থার official careers portal-এ vacancy যাচাই করুন। মানবিক সহায়তা, স্বাস্থ্য, শিক্ষা, WASH (পানি-স্যানিটেশন), protection, logistics, procurement, engineering, finance, administration ও communications খাতে বিভিন্ন ধরনের পদ প্রকাশিত হতে পারে। তবে পদভেদে nationality, experience, language, residence, security clearance এবং work authorisation-এর শর্ত আলাদা।

১. ফিলিস্তিনে চাকরির বিজ্ঞপ্তি কোথায় খুঁজবেন?

  • United Nations in Palestine – Jobs: UN agencies-এর বিভিন্ন vacancy এক জায়গায় দেখা যায়।
  • UN Careers: UN Secretariat-এর international, professional, consultancy ও internship vacancy।
  • UNRWA Vacancies: international posts, local/area posts এবং consultancy/expert roster।
  • United Nations Volunteers (UNV): volunteer assignment ও অনলাইন volunteering-এর সুযোগ।
  • UNICEF, WFP, WHO, UNDP, UNOPS, UNHCR এবং অন্যান্য agency-এর নিজস্ব official careers portal-ও পরীক্ষা করুন।

৮ নভেম্বর ২০২৬-এ United Nations in Palestine Jobs page-এ UNICEF-এর Programme Officer ও WASH Officer এবং WFP-এর Programme Assistant-এর মতো vacancy তালিকাভুক্ত ছিল; closing date ছিল যথাক্রমে ৯ ও ১৫ নভেম্বর ২০২৬। Vacancy দ্রুত বন্ধ হতে পারে—আবেদনের আগে official page-এ current status দেখুন।

২. International post ও Area/Local post-এর পার্থক্য

UNRWA-এর recruitment information-এ International post এবং Area staff/local post আলাদা করা হয়েছে। International professional posts আন্তর্জাতিকভাবে recruit করা হয়। Area staff post নির্দিষ্ট field location-এর স্থানীয় কর্মী নিয়োগের জন্য; UNRWA জানিয়েছে, Area post-এ registered Palestine refugees-দের priority consideration দেওয়া হয়। ফলে বাংলাদেশি নাগরিক হিসেবে West Bank বা Gaza-র local/area post-এ আবেদন করতে পারবেন—এমন ধরে নেবেন না। Vacancy-তে nationality, refugee registration, residency ও work authorisation-এর শর্ত পড়ুন।

UN Secretariat-এর General Service ও কিছু support category সাধারণত স্থানীয়ভাবে recruit হতে পারে; Professional category-তে international recruitment হতে পারে। প্রতিটি পদে duty station এবং eligibility আলাদা করে যাচাই করুন।

৩. কোন যোগ্যতা ও অভিজ্ঞতা প্রয়োজন?

সবার জন্য একই degree বা experience requirement নেই। Vacancy notice-এর “Education”, “Work Experience”, “Languages”, “Competencies” এবং “Other Requirements” অংশই চূড়ান্ত। সাধারণভাবে:

  • Programme/Project: project management, budgeting, monitoring, reporting ও partner coordination;
  • WASH/Engineering: civil/environmental engineering, water supply, sanitation, field assessment ও technical design;
  • Health: medical/nursing/public health qualification এবং সংশ্লিষ্ট professional licence;
  • Protection: social work, law, child protection, gender-based violence বা case management experience;
  • Logistics/Procurement: supply chain, warehouse, fleet, tendering ও vendor management;
  • Finance/Admin: accounting, audit, HR, payroll, compliance ও office administration;
  • Communications: Arabic/English writing, media, digital communications ও documentation।

English এবং Arabic-এর প্রয়োজনীয় দক্ষতা vacancy অনুযায়ী বদলায়। কোনো পদে Arabic mandatory, অন্য পদে English বা অন্য language requirement থাকতে পারে। নিজের language skill অতিরঞ্জিত করবেন না।

৪. UN Careers-এ আবেদন করার ধাপ

  1. Official UN Careers portal-এ account তৈরি করুন এবং নিজের profile পূরণ করুন।
  2. Job Search-এ duty station, job family, category ও closing date দিয়ে vacancy খুঁজুন।
  3. Job description পুরোটা পড়ুন—minimum education, experience, nationality/eligibility ও language requirement মিলিয়ে নিন।
  4. Inspira application-এ education, employment history, achievements, skills ও language proficiency বিস্তারিত লিখুন।
  5. প্রতিটি চাকরির জন্য motivation statement-এ আপনার অভিজ্ঞতা ও vacancy-র requirement-এর মিল ব্যাখ্যা করুন।
  6. Application-এর সব mandatory question পূরণ করে closing date-এর আগেই submit করুন।
  7. Submission confirmation সংরক্ষণ করুন এবং portal-এ status দেখুন।

UN Secretariat-এর application system-এ শুধু সাধারণ CV পাঠানো যথেষ্ট নয়; Inspira profile/application-এ অভিজ্ঞতা ও যোগ্যতা নির্দিষ্টভাবে লিখতে হয়। UN-এর official How to Apply page-এ account, application, motivation statement ও assessment-এর নির্দেশনা রয়েছে।

৫. UNRWA-তে আবেদন করার পদ্ধতি

UNRWA international ও area/local post-এর জন্য নিজস্ব vacancy instructions অনুসরণ করতে বলে; vacancy-তে application route ও deadline দেওয়া থাকে। International post-এর shortlist candidate সাধারণত written test এবং interview-এর মধ্য দিয়ে যেতে পারেন। Area post-এও test ও interview হতে পারে। UNRWA-এর প্রকাশিত সাধারণ recruitment overview-এ international post-এর selection process প্রায় ১২০ দিন এবং area/local post প্রায় ৯০ দিন লাগতে পারে বলা হয়েছে; এটি indicative estimate, guaranteed timeline নয়।

  1. UNRWA Careers/Vacancies page-এ job title ও duty station নির্বাচন করুন।
  2. International না Area post—তা আগে যাচাই করুন।
  3. Required qualification, experience ও nationality/residency condition পড়ুন।
  4. Vacancy-তে দেওয়া official Apply link ব্যবহার করে profile/application সম্পন্ন করুন।
  5. প্রয়োজনীয় CV, certificate, reference ও supporting document upload করুন।
  6. Application reference/confirmation সংরক্ষণ করুন এবং official portal/email পর্যবেক্ষণ করুন।

৬. CV ও Motivation Statement কীভাবে প্রস্তুত করবেন?

আপনার CV vacancy-র requirement অনুযায়ী সাজান। প্রতিটি চাকরির অভিজ্ঞতায় employer, job title, location, dates, responsibilities এবং measurable result লিখুন। যেমন “WASH project-এ কাজ করেছি” না লিখে—কোন এলাকায় কত household-এ water access assessment, কতটি facility monitoring বা কত budget/report manage করেছেন—সত্য তথ্য দিয়ে লিখুন।

  • প্রাসঙ্গিক education ও professional certification আগে দিন;
  • প্রতিটি experience-এ কাজের সময়কাল ও দায়িত্ব স্পষ্ট করুন;
  • Budget, project size, team size বা measurable achievement থাকলে প্রমাণসহ উল্লেখ করুন;
  • Arabic/English language level সঠিকভাবে লিখুন;
  • Vacancy-তে চাওয়া competency-র সঙ্গে বাস্তব উদাহরণ যুক্ত করুন;
  • ভুয়া certificate, inflated experience বা মিথ্যা reference দেবেন না।

Motivation statement-এ তিনটি প্রশ্নের উত্তর দিন: (১) কেন এই পদে আবেদন করছেন? (২) আপনার কোন অভিজ্ঞতা essential requirement পূরণ করে? (৩) আপনি কাজটি কীভাবে সম্পন্ন করতে পারবেন? একই generic cover letter সব vacancy-তে পাঠাবেন না।

৭. Assessment, written test ও interview

UN recruitment-এ online written test, technical assignment, video interview, portfolio/work sample অথবা competency-based panel interview থাকতে পারে। প্রশ্নে বাস্তব পরিস্থিতি দেওয়া হলে STAR পদ্ধতিতে উত্তর সাজাতে পারেন: Situation (পরিস্থিতি), Task (আপনার দায়িত্ব), Action (আপনি কী করেছেন) এবং Result (ফলাফল)। নিজের ভূমিকা স্পষ্টভাবে বলুন; পুরো team-এর কাজ নিজের নামে দাবি করবেন না।

Interview invitation এলে sender email domain, vacancy ID, date/time ও meeting link official portal-এর সঙ্গে মিলিয়ে নিন। Assessment-এর নামে fee বা refundable deposit চাইলে সেটি প্রতারণার লক্ষণ।

৮. বাংলাদেশি আবেদনকারীর জন্য গুরুত্বপূর্ণ প্রবেশ ও কাজের অনুমতি

UN/NGO-তে চাকরির offer পেলেই West Bank, East Jerusalem বা Gaza-তে প্রবেশের অনুমতি নিশ্চিত হয় না। Entry route, Israeli-controlled checkpoint, nationality-specific travel restriction এবং security coordination আলাদা বিষয়। Bangladesh passport-এ “Except Israel” restriction পুনরায় চালুর খবর ২০২৫ সালে প্রকাশিত হয়েছে। তাই কোনো Palestine duty station-এর offer পেলে সংস্থার HR/security team-কে লিখিতভাবে জিজ্ঞাসা করুন:

  • কোন দেশে/শহরে contract duty station;
  • আপনার nationality নিয়ে entry/work authorisation কে সমন্বয় করবে;
  • কোন visa, permit, security clearance বা prior approval প্রয়োজন;
  • Travel, insurance, accommodation ও medical evacuation কে বহন করবে;
  • Entry permission না হলে assignment বাতিল/স্থগিত ও return arrangement কী হবে।

Bangladesh Ministry of Foreign Affairs-এর লিখিত নির্দেশনা ছাড়া কোনো agent-এর কথায় travel plan বা payment করবেন না।

৯. চাকরির নামে প্রতারণা থেকে সাবধান

  • UN, UNRWA বা UNICEF-এর নামে application, interview, processing, training বা visa fee দাবি করলে টাকা দেবেন না;
  • Official portal-এ vacancy ID না থাকলে offer যাচাই করুন;
  • Personal Gmail/WhatsApp থেকে “selection letter” এলে official HR contact দিয়ে confirm করুন;
  • Passport, bank PIN, OTP বা card details recruiter-কে দেবেন না;
  • চাকরি নিশ্চিত করতে personal bank account বা mobile wallet-এ টাকা পাঠাবেন না;
  • ভুয়া website-এ account/password ব্যবহার করবেন না।

UN-এর official warning অনুযায়ী recruitment/application/review process-এর কোনো পর্যায়ে UN আবেদনকারীর কাছ থেকে fee নেয় না।

১০. আবেদনকারীর প্রস্তুতি checklist

  • Updated CV/UN Inspira profile;
  • Degree, transcript ও professional certificate;
  • Employment reference ও contact details;
  • Arabic/English proficiency details;
  • Vacancy-specific motivation statement;
  • Passport validity ও nationality information;
  • Duty station-specific entry/work authorisation questions;
  • Application confirmation ও deadline record।

সাধারণ প্রশ্ন ও উত্তর

১. বাংলাদেশি নাগরিক কি UN/UNRWA চাকরিতে আবেদন করতে পারবেন?

International vacancy-তে nationality restriction না থাকলে আবেদন করা যেতে পারে। Local/Area post-এর ক্ষেত্রে local residency, refugee registration বা অন্য eligibility শর্ত থাকতে পারে।

২. UN চাকরির জন্য আবেদন ফি দিতে হয়?

না। UN recruitment process-এর কোনো পর্যায়ে application বা interview fee নেয় না।

৩. শুধু CV ইমেইল করলেই হবে?

না। সংশ্লিষ্ট agency-র official recruitment portal ও vacancy instructions অনুসরণ করতে হবে। UN Secretariat-এর জন্য Inspira application লাগে।

৪. UNRWA-র Area post কি বিদেশি আবেদনকারীর জন্য?

Area post local staffing category; UNRWA registered Palestine refugees-দের priority consideration দেয়। Vacancy-র eligibility যাচাই করুন।

৫. কতদিনে নিয়োগ হয়?

পদ ও agency অনুযায়ী সময় বদলায়। UNRWA indicative estimate international post প্রায় ১২০ দিন এবং area post প্রায় ৯০ দিন বলেছে; এটি নিশ্চয়তা নয়।

৬. চাকরি পেলেই Palestine entry permit পাওয়া যাবে?

না। Work offer ও border/immigration permission আলাদা; employer/agency security team এবং সংশ্লিষ্ট কর্তৃপক্ষের লিখিত confirmation নিন।
